Victoria has recorded 1750 new COVID-19 cases and nine more people died with the virus as authorities wanned people to 'act with restraint ' on Melbourne's first weekend out of lockdown.

COVID-19 Commander Jeroen Weimar said that although it's been pleasing to see restrictions wound back, Victoria is "not out of the woods yet" as community cases remain high.

"It's so important that we all act with some restraint and respect and that we are likely to see people around us who may have COVID," he said.

"Get yourself vaccinated and keep all these good practices over the days and weeks ahead."

He said cases are particularly growing in South Melbourne.

There were more than 72,000 tests done overnight, and 39,000 vaccines administered.

The number of active cases across the state now stands at more than 23,000.

The state is edging closer towards the 80 per cent vaccination rate which will trigger more freedoms, with 72 per cent fully vaccinated.

Mr Weimar said that a data error yesterday resulted in the incorrect reporting of the day's case numbers.

"I need to confirm that we did more data reconciliation yesterday around case numbers. Yesterday's number was reported as 2189 it was actually 2159," he said.

Of the latest deaths, one was a man in his 60s, there were three women and two men in their 70s, one was a woman in her 80s, and two were women in their 90s.

Mr Weimar said that authorities "continue to see the unvaccinated" being treated in hospital with COVID-19.

Restrictions lifted at 11.59pm on Thursday as the state reached its 70 per cent double dose vaccine milestone, with more than 90 per cent of eligible residents also having received one jab.

Cheers were heard across the CBD , with people screaming, singing, tooting car horns and blasting music in celebration of their renewed freedom after becoming the world's most locked down city.

Those festivities have continued into today with residents enjoying their first Saturday being under relaxed restrictions.

Premier Daniel Andrews offered his heartfelt thanks to residents for their efforts in getting vaccinated, saying he is extremely proud of Victorians.

"As my kids say – there's a big vibe today," Mr Andrews said on Twitter.

"You can feel the optimism. You can sense the pride in what's been achieved. And after everything it's taken to get here, we absolutely deserve to feel that way.

"We believe not next weekend but the weekend after, we will go past 80 per cent double-dosed and deliver the items in the roadmap of our national plan, and if we can go further, we will make announcements to that effect."

Alec Baldwin has made his first public statement since a fatal shooting on the set of his new film, as the 911 call made from the set was released.

"There are no words to convey my shock and sadness regarding the tragic accident that took the life of Halyna Hutchins, a wife, mother and deeply admired colleague of ours," Baldwin tweeted on Friday.

"I'm fully cooperating with the police investigation to address how this tragedy occurred and I am in touch with her husband, offering my support to him and his family. My heart is broken for her husband, their son, and all who knew and loved Halyna."

The actor was in New Mexico filming Rust which he's starring in and producing. Baldwin discharged a prop firearm on the set that resulted in the death of Halyna Hutchins, 42, the film's director of photography, according to investigators.

A spokesperson for Mr Baldwin said a prop gun with blanks misfired.

Details of the 911 call by a crew member have since been released.

"Two people have been accidentally shot on a movie set by a prop gun on Bonanza Creek Ranch. We need help immediately," the crew member said.

"Stay on the phone with me, we're going to get some help. Don't hang up, hold on one more second," the operator replies.

"It sounds like someone else is calling for ambulances. We need some help. Director and our cameraman have been shot," the crew member said again.

A spokesman for the Santa Fe County sheriff said detectives were investigating what type of projectile was discharged and how. No immediate charges were filed.

Mr Baldwin was performing at the time of the shooting, the sheriff's office said. It was unclear how many rounds were fired, and little was known about the weapon.

Director Joel Souza, 48, was also injured in the incident and transported to Christus St. Vincent's Regional Medical Centre by ambulance for care.

The Santa Fe County Sheriff's Office said the investigation "remains open and active" and no charges have been filed.

"According to investigators, it appears that the scene being filmed involved the use of a prop firearm when it was discharged," a statement from law enforcement read.

"Detectives are investigating how and what type of projectile was discharged."

Production accidents, despite safety measures, have happened before. While filming the movie The Crow in 1993, actor Brandon Lee, the son of Bruce Lee, was killed in a prop gun shooting accident.

Even blank ammunition can be deadly if fired at close range.

More vulnerable Australians will get booster vaccines from November 8, should the Therapeutic Goods Administration (TGA) and Australian Technical Advisory Group on Immunisation (ATAGI) recommend a third dose.

Deputy Chief Medical Officer Michael Kidd revealed the key date Australia should begin rolling out more doses of a third COVID-19 booster shot.

Professor Kidd said it's likely the vaccines will be made available to the immunocompromised and those in healthcare and aged-care homes first.

Professor Kidd said the TGA and ATAGI are currently considering wider booster doses for all double-vaccinated citizens.

"This is being considered once six months has passed, since you've receive your second dose of a COVID-19 vaccine," he said.

"I should emphasise, if you've had two doses, you are fully vaccinated and very well protected against becoming severely unwell.

"There is little evidence that protection against severe disease wanes over time in those who are double vaccinated."

He encouraged Australians to get a third jab once they're eligible.

Professor Kidd branded the national vaccine rollout as an "undoubted success", revealing more than 86.4 per cent of Australians 16 and over have now received one dose.

A total of 72.5 per cent of people are fully vaccinated.

Professor Kidd urged Australians to continue coming forward for the jab.

"This is not a time to become complacent.

Third shots of COVID-19 vaccines are already being given to Victorians with weakened immune systems, with a broader booster vaccination program is expected to be rolled out in coming weeks.
