Haiti: Large Foreign Hit Squad Killed President, Police Say

BBC- A group of 28 foreign mercenaries, including retired Colombian soldiers, assassinated Haiti’s President Jovenel Moïse earlier this week, police say.

Most were detained after a gun battle at a house in the capital Port-au-Prince where they were holed up.

Bloodied and bruised, suspects were paraded in front of media on Thursday, along with a slew of seized weapons.

Eight more suspects are still on the run and three others were shot dead by police officers.

Police say they are still searching for the masterminds behind the attack.

In the early hours of Wednesday, a group of gunmen broke into the president’s home in the capital, Port-au-Prince, and shot him and his wife. Mr Moïse was found lying on his back with 12 bullet wounds and a gouged eye, and died at the scene, according to authorities.

His wife Martine was seriously injured and has been flown to Florida for treatment, where she is said to be in a stable condition.

Police said the hit squad included 15 Colombians and two Haitian-Americans.

Angry civilians had joined in the search for the gunmen, and helped police track down some of them who were hiding in bushes.

“We Haitians are appalled, we do not accept it,” one man told AFP news agency. “We are ready to help because we need to know who is behind this, their names, their background so that justice can do its job.”

The crowd later set fire to three of the suspects’ cars and destroyed evidence. The police chief called for calm, saying the public should not take the law into their own hands.

Taiwan confirmed that 11 of the suspects were arrested at its embassy, where they had broken into one of its courtyards.

The motive for the attack is still unclear. However, Haiti’s interim Prime Minister Claude Joseph told the BBC that the 53-year-old president may have been targeted because he was fighting corruption.

At the news conference on Thursday, police also showed reporters Colombian passports. “Foreigners came to our country to kill the president,” Mr Charles said, as the suspects sat on the floor behind him in handcuffs.

Colombia’s government has confirmed that at least six of the suspects appeared to be retired members of its military. It has pledged to assist Haiti with its investigation efforts.

The US state department, meanwhile, said it could not confirm if any of its citizens had been detained.

However US and Canadian media are reporting that one of the dual citizens arrested, James Solages, 35, is from Florida and was a former bodyguard at the Canadian embassy in Haiti.

An investigating judge told local media that Mr Solages and the other US citizen, named as Joseph Vincent, had said they were there as translators for the mercenaries, after finding the job on the internet.

“The mission was to arrest President Jovenel Moïse… and not to kill him,” Judge Clément Noël told Haiti’s Le Nouvelliste newspaper.

Colombian daily El Tiempo said that it had seen confidential documents that named the Colombian suspects. The paper’s research suggests that four of them flew from Colombia to the Dominican Republic on 4 June.

They crossed by land from there into Haiti two days later. The two countries share the island of Hispaniola.

According to El Tiempo, Colombian intelligence agents have seen photos in which members of the group pose at a popular tourist spot in the Dominican Republic, which they had uploaded to their social media accounts.

The killing has triggered some civil unrest in Haiti, the poorest nation in the Americas. A state of emergency remains in force across the country, while the Dominican Republic has closed its border.

How did the attack unfold?

Heavily armed assassins stormed the president’s home in the hills above Port-au-Prince at around 01:00 local time (05:00 GMT) on Wednesday.

Video released after the shooting appeared to show men dressed in black pretending to be US drugs agents, shouting: “DEA [US Drug Enforcement Administration] operations, everybody stay down!”

The president’s office and bedroom were ransacked during the attack.

The couple’s daughter Jomarlie and sons Jovenel Jr and Joverlein are reportedly in a safe location. Jomarlie survived by hiding in a bedroom, while two domestic staff members were tied up by the attackers.

Who is in charge of the country?

The assassination has prompted confusion over who should be in charge of Haiti – the rules are complex and open to interpretation.

Further complicating matters is that Mr Moïse died close to the end of his time in office and there is currently no National Assembly in Haiti because its mandate ran out after the 2019 elections did not happen.

Amendments to the current constitution suggest the prime minister should lead, but Mr Joseph’s legitimacy is disputed. During his four years in office, Mr Moïse had six prime ministers and on Monday, a day before he was killed, he had nominated a seventh, Ariel Henry.

Mr Henry had not yet been sworn in, but insists he should be in charge. Mr Joseph, who is interim prime minister, told the BBC he was “puzzled” by Mr Henry’s statement.

The UN has said Mr Joseph should remain in charge until elections are held later this year.

He has said he will not stand for the presidency. “I’m not here to stay too long. We need to hold elections. I do not have a personal agenda,” he said.

Even before President Moïse’s assassination, the situation in Haiti was marked by instability and there had been widespread protests demanding his resignation.

Parliamentary elections should have been held in October 2019 but disputes delayed them, meaning Mr Moïse had been ruling by decree.

Statement by Prime Minister of St. Kitts and Nevis, Dr. the Honourable Timothy Harris on the Killing of Haiti’s President

It is with a heavy heart that I learned of the extremely sad news of the assassination of the President of the Republic of Haiti, Mr. Jovenel Moïse. I also understand that the First Lady was also seriously injured in the attack and is now receiving medical treatment at a hospital.

On my own behalf and that of the Government and people of St. Kitts and Nevis, I extend sincere condolences to the family and the people of Haiti and hope that they may find solace and comfort even during this traumatic and challenging time.

We condemn this heinous and cowardly act and hope that those responsible will soon be apprehended and brought to justice.

We pray for calm and that good reason will prevail. Let us continue to keep the people of our sister CARICOM Member State in our thoughts and prayers, and as a show of solidarity reach out to the Haitian population who have come to call St. Kitts and Nevis their home.

Skn Athletes To Participate in NACAC Championship in Costa Rica

Basseterre, St. Kitts, July 7th 2021―Four athletes from St. Kitts and Nevis will compete in the North America, Central America and Caribbean Athletic Association (NACAC) Under 18 and Under 23 Championship in San Jose, Costa Rica from 9th – 11th July. These athletes are Amaya Clarke, Jahnaza Francis, Ian Liburd and Leroy Chapman. Eric Francis will serve as the head coach.

Amaya Clarke, a junior at University of Akron and member of the team for the Tokyo 2020 olympic games, will compete in the Under 23 Women’s 100 meter dash. Jahnaza Francis, freshman at Lincoln University, will compete in the Under 23 400 meter hurdles event. Ian Liburd,  will compete in the Under 23 100 meter dash and the Under 200 meter event. Leroy Chapman will compete in the 400 meter event.

SKN Athletics President Delwayne Delaney said that despite the abrupt end to the 2020-2021 track and field season in St. Kitts Nevis, his executive is proud to support these athletes in this athletic championship. “We had to curtail and outright cancel many events for the track season 2019-2020 and the 2020-2021 season, including big events like the inter-primary and inter-high school events,” Delaney said. “However despite these cancellations, we encouraged our athletes to continue training to remain in top form. I am delighted that we were able to support these athletes as they compete in their respective events. I expect all of them to give their best performances and to be ambassadors for the federation.”

Liburd and Chapman will leave St. Kitts on Wednesday July 7th and will join their other teammates and head coach in Miami where they will all depart for Costa Rica on Thursday July 8th 2021.

St. Kitts And Nevis Receives High Praise From The International Monetary Fund On Its Handling Of The Covid-19 Pandemic

BASSETERRE, St. Kitts, July 06, 2021 (Press Unit in the Office of the Prime Minister) – The Federation of St. Kitts and Nevis, under the leadership of the Team Unity administration, has been commended by the International Monetary Fund (IMF) for its strong management of the COVID-19 pandemic.

The IMF, in its Staff Concluding Statement of the 2021 Article IV Mission published today, Tuesday, July 06, stated that the impact of the COVID-19 pandemic on St. Kitts and Nevis’ tourism-dependent economy has been severe, “despite timely government actions that kept domestic infections in 2020 the lowest in the Western Hemisphere.”

The report further stated, “At the onset of the pandemic in March 2020, the government swiftly restricted inbound travel, introduced safety protocols including a month-long national lockdown, and procured protective and medical equipment. The subsequent reopening of borders from end-October 2020 has been accompanied by strict safety protocols. The response measures effectively mitigated the pandemic’s human cost with St. Kitts and Nevis having had the lowest per capita case count in the Western Hemisphere and no mortalities in 2020.”

The IMF team noted however that the pandemic’s impact on the Federation’s economy has been severe with the complete halt in cruise ship arrivals and very few stayover tourists since the first quarter of 2020, compounded by the pandemic’s disruptions on domestic activity.

The Concluding Statement of the 2021 Article IV Mission added, “In response, the government introduced tax waivers, deferrals and incentives, and the Social Security Board provided unemployment benefits to affected insured workers. In parallel, the regional and national financial supervisors swiftly introduced temporary response measures, including loan moratoria, that supported liquidity and effectively mitigated the pandemic’s financial system impact.”

The Concluding Statement describes the preliminary findings of IMF staff at the end of an official staff visit or mission.

The virtual 2021 Article IV mission for St. Kitts and Nevis was concluded on June 22, 2021.

Haiti President Jovenel Moise Assassinated in Attack on His Residence

(CNN)  Haiti’s President Jovenel Moise was killed during an attack on his private residence early on Wednesday, according to the country’s acting Prime Minister Claude Joseph.

Speaking on a local radio station, the prime minister, Claude Joseph, confirmed the killing of Moïse, saying the attack had been carried out by an “armed commando group” that included foreign elements.

“Around one o’clock in the morning, during the night of Tuesday 6 to Wednesday 7 July 2021, a group of unidentified individuals, including some speaking Spanish, attacked the private residence of the president and fatally injured the head of state,” Joseph said in a statement quoted in the media.

Condemning “this odious, inhuman and barbaric act”, Joseph sought to reassure Haitians, saying the security situation in the country remained calm.

He added that Moïse’s wife, Martine, had been seriously injured in the attack. An official speaking anonymously to the Associated Press also confirmed Moïse’s death.

The assassination is likely to plunge the impoverished Caribbean nation into further turmoil after several years marked by political unrest and violence. Moïse’s time in office had been marked by an increase in political instability, allegations of corruption and a long-running dispute about when Moïse’s period in office should end.

There have been intermittent periods of protests and street violence and a rise in gang violence, some of it tied to the country’s political parties. At the centre of the crisis has been the question of when Moïse’s presidential term was due to end – and whether he was governing unconstitutionally.

Killers lurk in the shadows as Haiti chaos takes a sinister turn

Haiti’s opposition claims Moïse should have stepped down on 7 February to coincide with the fifth anniversary of 2015 elections that were cancelled and then re-run a year later because of allegations of fraud.

They further allege that because Moïse failed to hold legislative elections in 2019 – and has since ruled by decree after parliament was left without lawmakers – he had violated the country’s 1987 constitution.

Moïse and his supporters rejected that argument, saying he only took power in 2017 after winning the re-run.

Instability has been exacerbated by the Petrocaribe scandal, a controversy that arose from a scheme to buy discounted oil from Venezuela on cheap credit. The idea was to free up funds for social schemes, but the money was pocketed by politicians.

Earlier this year amid allegations by Moïse of a coup attempt that planned to “murder him” and fresh protests – Moïse moved to protect his position, ordering the arrest of 23 people including a supreme court judge and a senior police official, while declaring that he was “not a dictator”.

The Caribbean country – the world’s first black republic after its revolution against French rule – has a history marked by poverty, authoritarian rule, political instability and external interference including a long US occupation. It has struggled to rebuild since the devastating earthquake in 2010 and Hurricane Matthew in 2016.

Joseph said in a statement that a group of unidentified individuals attacked Moise’s home at around 1 a.m. and fatally wounded the head of state. The statement does not specify how the President was killed. Haiti’s first lady was shot and is receiving treatment, he added.
The Prime Minister called the assassination a “heinous, inhumane and barbaric act” and called for calm.
“The security situation in the country is under the control of the Haitian National Police and the Haitian Armed Forces,” the statement added. “All measures are being taken to guarantee the continuity of the State and to protect the Nation.”
Moise was 53 years old. The former banana exporter spent most of the past year waging a political war with the opposition over the terms of his presidency.
Moise claimed his five-year term should end in 2022 — a stance backed by the United States, United Nations and Organization of American States.
The opposition has argued he should have stepped down on February 7 this year, citing a constitutional provision that starts the clock on the term once a president is elected, rather than when he takes office.

39 Residents, 2 Staff Full Recovered at HMP

As of July 06, 2021, thirty-nine residents at Her Majesty’s Prison and two members of
staff have now fully recovered from the COVID-19 virus.

They were given the all-clear by health officials after having two negative tests recently. Currently, there are 16 residents and 10 members of staff who are still considered active cases. They are all in a stable condition at this time. Members of staff and residents at the Prison Farm in Nevis we’re tested over the weekend and their results all returned negative.

Following an outbreak of the virus in the Prison in St. Kitts in June, the management team moved quickly to put several measures in place to protect the health of residents and staff members who were not affected.

The measures proved effective in drastically slowing the spread of the virus among the residents.

team divided the cell block down the middle with a partition and put affected residents in isolation on one side. To facilitate full recovery, those who test positive are given additional supplements, encouraged to exercise, in addition to being taken out for fresh air and sunlight.

They are also visited regularly by the Prison doctor. Cells were sanitised to allow for recovered residents to move out of the isolation area.

Last week, the Prison acquired protective personal equipment (PPE) with the assistance of the Ministry of Health to further prevent the spread of the virus.

Commissioner of Corrections James continues to work closely with Chief Medical Officer, Dr. Hazel Laws and the Chairman of the National COVID-19 Task Force, Abdias Samuel, to monitor the situation at HMP and
to address any issues that might arise. He thanked his staff for their commitment to the job.

Commissioner of Corrections James said that personnel and residents are still being encouraged
to get vaccinated. To date, just over 70 percent of staff and approximately 50 percent of residents have been vaccinated.

St. Lucia votes July 26

Prime Minister of St. Lucia Allen Chastanet has announced that the electorate of that country will vote in a General Election on July 26, 2021.

The prime minister addressed the Nation Monday making the announcement of Nomination Day on July 16.

“I close tonight by announcing that the general elections will be held on July 26, 2021, and that the nomination day will be July 16, 2021.

He said both aisles of the political divide agreed to conduct the campaign adhering to COVID-19 protocols.

“During the campaign, let us treat each other with respect and kindness. I urge all of you to stay safe, to stay strong and to stay united. May God bless and keep you all and may he preserve our beloved Saint Lucia,” he declared

First Dominican Prime Minister passes

The first Prime Minister of  Dominica, Patrick Roland John passed Tuesday according to reports in that country.

Dominica News Online reported that John died at the Dominica China Friendship Hospital Tuesday morning.

As premier of Dominica, he led the country to independence from the United Kingdom in 1978 becoming the republica first prime minister.

Current PM of Dominica Roosevelt Skerritt was among the first to pour tribute to the late John.

“It is with sadness that I have learnt of the passing of our first Prime Minister, Patrick Roland John, better known as P.J and I therefore wish on behalf of the government and the people of Dominica, on my behalf and my family to extend our sincere condolences to his wife and his children on their loss,” he said.

Merritt said, “One can say whatever they want about Patrick John, but we cannot erase the fact that he made a tremendous contribution to Dominica’s development.”

He said the state will be responsible for the late prime minister’s burial
