South Korean President Yoon Suk Yeol has declared an "emergency martial law", accusing the country's opposition of controlling the parliament, sympathising with North Korea and paralysing the government with anti-state activities.

Yoon made the announcement during a televised briefing, vowing to "eradicate pro-North Korean forces and protect the constitutional democratic order".

It wasn't immediately clear how the steps would affect the country's governance and democracy.

Yoon — whose approval rating has dipped in recent months — has struggled to push his agenda against an opposition-controlled parliament since taking office in 2022.

Yoon's conservative People Power Party had been locked in an impasse with the liberal opposition Democratic Party over next year's budget bill.

He has also been dismissing calls for independent investigations into scandals involving his wife and top officials, drawing quick, strong rebukes from his political rivals.

The Democratic Party reportedly called an emergency meeting of its lawmakers following Yoon's announcement.

Easey Street murder suspect Perry Kouroumblis has touched down in Melbourne after a marathon extradition from Rome.

The 65-year-old was approved for extradition from Italy in late October, almost 50 years after Suzanne Armstrong and Susan Bartlett were found dead in their Collingwood home.

The journey began at lunchtime on Monday (Monday night AEDT) as Kouroumblis was driven from Rome's maximum security Regina Coeli prison in a blacked-out van. 

He was processed at the city's international airport by the man who arrested him in September on his arrival from Greece, where the statute of limitations had meant he couldn't be arrested.

Kouroumblis was driven onto the tarmac without handcuffs and loaded into seat 35E of Qatar Airways flight 132 to Doha before the other passengers boarded.

Victoria Police detectives occupied the seats beside him and Dean Thomas, the head of the homicide squad, sat in the row in front.

At 11.32pm on Tuesday, 13 minutes ahead of schedule, he touched down in Melbourne.

After a sleep, he will be questioned at police headquarters over the deaths of Bartlett and Armstrong in their Easey Street home.

Kouroumblis left Melbourne in 2017, after previously consenting to provide a DNA sample during a re-investigation of the case.

He was considered a person of interest but never charged.

He gave his own consent to the extradition to Australia in September, and his lawyer at the time said he maintained his innocence of the murders.

Armstrong and Bartlett, 27 and 28, were found dead in their home on January 13, 1977.

They had both suffered stab wounds and Armstrong had been raped.

Her infant son was found unharmed in his cot.

Police have released CCTV footage of two men they believe are linked to the suspected murder of a man in Adelaide's north-west.

The body of Bill Frangos, 72, was found by firefighters inside his home on Essex Street in Woodville Gardens after a house fire on November 7.

After examining the scene, police came to believe the fire was deliberately lit, and suspected that Frangos had been murdered.

CCTV footage released today shows two men, described by police as being of African appearance, in the area on the night of the alleged murder.

The footage also shows a distinctive red Ford Falcon ute with a chrome roll bar.

Police believe the two men could be involved in Frangos' death.

"Major Crime Detectives are investigating if the people who murdered Bill were known to him or were in the vicinity of his house prior to his murder," Detective Inspector Andrew Macrae said.

Police have called on anyone with information about the two men to come forward.

The five Bali Nine members remaining in prison have received the greatest assurance yet from Indonesian officials that they'll be heading back to Australia, possibly as soon as this month.

Indonesian coordinating minister for law, human rights and corrections Yusril Ihza Mahendra and Home Affairs Minister Tony Burke stood side-by-side this evening to reveal a draft proposal had been delivered to Australian diplomats to repatriate the convicted drug smugglers.

Burke described their meeting and the text as a "significant step" while Yusril said he hoped the issue could be "finalised" by the end of the year.

"We worked through the different issues of each of our legal systems that we would have to work through there and work through in a very constructive way," Burke said. 

"I have full respect for the Indonesian legal system, and approach the conversations with a great deal of respect and a great deal of humility. 

"The good will from Indonesia to Australia in those conversations was absolutely clear, and I thank the coordinating minister for that."

The Indonesian government was awaiting Australia's response to key points related to the transfer arrangements, including provisions requiring Australia to acknowledge Indonesia's sovereignty, respect the rulings of Indonesian courts and ensure that the five maintain their prisoner status after returning home, Yusril said.

"I hope that we can find an understanding on that, agreed on the draft. And we hope that we can finalise these matters in December," the minister said.

He said Indonesia was not seeking anything from Australia in return for the release of Si Yi Chen, Michael Czugaj, Matthew Norman, Scott Rush and Martin Stephens.

"It is purely good intention and discretion taken by President Prabowo Subianto," he said.

But both ministers said there were still some issues to be resolved, most notably the lack of a legal framework in either country for such a transfer.

Yusril wasn't willing to give the five men an ironclad guarantee they would be going home but said he wanted to come to a final agreement and implement it "as soon as possible".

Burke also wouldn't commit to a timeline without having gone through the proposal in detail. 

"The proposal was handed to us during the meeting today," he said.

"The fact that that was handed to us is a significant step forward and shows significant goodwill. We now need to work through the issues within each country, and we'll be doing that without delay."

Prime Minister Anthony Albanese last month appealed to Indonesia's new president, Prabowo Subianto, to allow their repatriation.

Two convicted ringleaders of the Bali Nine, Andrew Chan and Myuran Sukumaran, were executed by a firing squad in 2015, causing a diplomatic furore. Tan Duc Thanh Nguyen died from cancer in prison in May.

The nine were arrested in an attempt to smuggle 8.3 kilograms of heroin from Indonesia's resort island of Bali to Australia in 2005.The five are serving life sentences without the possibility of parole.

Renae Lawrence, the only woman in the group, was released and returned to Australia in 2018.

Of the five, Si Yi Chen and Matthew Norman are held in Bali's Kerobokan Prison, while the others have been transferred to facilities elsewhere.

For years, they have sought clemency ahead of Indonesia's Independence Day. Each request has gone unanswered, underscoring the country's hard line stance on drug offences.

Last month, Indonesia agreed to repatriate to the Philippines a death-row drug convict who was nearly executed by firing squad but got a reprieve due to years of pleadings from Manila.

CCTV footage has captured the moment a woman was injured in a hit and run in Brisbane's south yesterday evening.

Victoria Chaves was riding on Tarragindi Road in Moorooka just before 7pm when a car collided with her, knocking her to the road.

The driver drove away, leaving Chaves behind.

Bystanders rushed to her aid and she was taken by ambulance to the PA Hospital in a stable condition with minor injuries.

Today she was recovering at home.

She told 9News she was still trying to come to terms with what happened.

"When I saw that the car that was almost over me, I thought it was going to stop," Chaves said.

"But it didn't, and it dragged me a couple of metres."

"There was a lady lying on the road. And on the CCTV, we could see the car just speed off, racing off and leaving that person, possibly for dead," witness Stephanie Lee-Harper said.

Police are investigating.

Australia's peak super industry body has revealed how much someone needs to retire comfortably as seniors see a slight, temporary relief in retirement costs.

A recent drop in petrol and electricity prices has seen the cost of retirement fall by 0.5 per cent this quarter, meaning seniors will have a little extra change for the Christmas season.

"The easing in short-term retirement budget pressures will be a welcome holiday gift for retirees at this time of year," Association of Superannuation Funds of Australia (ASFA) CEO Mary Delahunty said.

However, despite the short-term relief, ASFA figures show that the cost of retirement has increased significantly over the last 20 years.

In 2004, a single person aged 65 needed just $31,797 a year to enjoy a comfortable retirement, while a couple needed $41,394 per year.

Two decades later, ASFA has revealed that a single 65-year-old would need $51,814 a year to live comfortably, while the figure for couples is $73,031.

It means a couple retiring at 67 would need $690,000 in their superannuation upon retirement, while a single would need $595,000.

The recent figures assume the retiree has the highest level of health insurance, enjoys going out to eat out every so often and allows for one domestic holiday a year.

It also assumes that the couple or single own their own home.

Delahunty said right now only around 30 per cent of retirees have what they think it would take to lead a comfortable lifestyle in their account.

This is expected to increase to 50 per cent as more people have the benefit of the super guarantee rate increasing to 12 per cent on 1 July 2025.

"The cost of living pressure is high for seniors and they are high on items they really can't do without," she said.

"We've seen over the course of 20 years even the modest retirement budget jump up, things like health insurance which have gone up incredibly, energy costs … food, groceries."

"Those items that retirees can't do without, that's where they are feeling it the most."

Electricity costs have increased by 150 per cent in the last two decades, while water and sewerage have increased by 161 per cent.

The cost of gas has gone up by 122 per cent and petrol has increased by 113 per cent.

Medical and hospital fees have increased by 112 per cent while property rates have gone up by 106 per cent.

The cost of insurance has also increased by 99 per cent. 

9News Money Editor Effie Zahos has given some tips for Australians whose super may not be meeting the mark.

People could boost their super by making sure they have chosen the right investment options and aren't paying too much in fees.

There's also a government co-contribution option, which could inject up to $500 into your super each financial year if eligible.

To receive the full $500 contribution from the government you would need to earn $45,500 or less and contribute $1000 to your super from your take-home pay.

A toddler has had a terrifying near miss in Adelaide's northern suburbs.

Dashcam footage shows the heart-stopping moment a two-and-a-half-year-old girl wandered onto Salisbury Highway.

The approaching vehicle slams on the breaks before an frantic adult runs onto the road and scoops the girl into his arms.

The girl's father told 9News he was outside washing his car, when young Pimchan rushed onto the road.

He said extremely grateful for the quick-thinking actions of both drivers on the road.

"I turn around, I see her on (the) road, she was very fast running," he said. 

"Someone help, so I'm happy, thank you so much to him."

The family said they've been living in the unit block for around two years and other young children living in the complex.

Thankfully, there have been no other near misses before.

Two people who died in a shooting, believed to have been a burglary gone wrong, on Victoria's Melbourne Peninsula have been identified as Jack Gilmour, 29, and Charlyz Hayter, 19.

9News understands that Gilmour was inside a home on Parson Street in Rye when a man and woman allegedly broke in, demanding cash and keys about 4am yesterday.

It is understood Gilmour fired a shotgun at one of the alleged intruders, 19-year-old Charlyz Hayter.

Hayter died at the scene.

Several shots were allegedly then fired at Gilmour by the unknown man, killing the 29-year-old.

Police said the man then fled the scene.

Gilmour's mother was at the scene of the shooting yesterday, tearfully hugging one of her son's dogs.

Charlyz was known to be a talented gymnast. 

Police are still searching for the second man – the gunman who shot Gilmour.

No arrests have been made. 

Teenager Aiyden O'Donoghue ended up with shattered legs and cuts to his face after hanging off a train while taking part in a social media trend called 'buffer riding' last year.

The now 16-year-old had broken into the back carriage of a train as it passed Bankstown Station to participate in the trend, which consists of hanging from the back of a moving train and recording the stunt for social media.

As he was dangling from the back of the speeding train, he looked away from the tracks and his body hit a pole, sending him flying onto the railway.

"I got unlucky… Climbed down the steps, looked back for a second and got cleaned up by a pole," the teenager said.

"It's still a bit hazed, according to my friend I rolled about eight or nine times once I hit the ground." 

"I remember coming to. I was covered in blood, I couldn't move my leg so I knew something was wrong with it."

The then 15-year-old shattered his right femur and broke his left ankle.

He also cut his face in the fall.

A year later, the teenager and his mother are speaking out to warn other teenagers of the dangers of the trend.

His mother, Aime Davis, said she thought her son was dead upon receiving a call about what had happened.

"(I thought) I'd lost my son… No parent should ever have a phone call like that ever."

"Aiden explained to me why he was doing it, it was a rush I think in one aspect he described it as being high… It was a big adrenaline thing.

"You know it's not worth it, it's not worth the risk."

O'Donoghue was forced into a wheelchair for five to six months while recovering.

"There is that massive feeling you are untouchable, you are not going to get hurt, you'll be the one that doesn't," O'Donoghue said.

"It's only a matter of time until you do get hurt… It's just a probability."

Sydney trains and NSW Police have seen more than 350 cases of buffer riding in the last year, a 143 per cent increase from last year.

"We don't want to be the ones knocking on the door of parents advising their children have been injured because they have been riding on the outside of train," NSW Police Superintendent Todd Cunningham.

Police, Davis and O'Donoghue say the adrenaline rush is not worth the risk, and have encouraged teenagers to stop and think before participating in the potentially deadly trend.

Sydneysiders lined up for hours this morning to get a slice of billionaire Adrian Portelli's $150,000 giveaway, with the lucky recipients telling 9news.com.au they plan to use the money to alleviate cost of living pressures.

Chaos consumed the Coles at Fairfield West, where more than 1000 people tried to queue up this morning. Some hopefuls had to be turned away due to the capacity.

"Groceries, meat, vegetables, essentials," Terry Piggott said.

"It means a lot, my account was $44 in debit this morning," Nicole Futcher said.

Crowds of people cheered "thank you" and clapped for Portelli as he made his way around the queue, which stretched around the building.

"Really great, it's unreal. They should get more billionaires in here to help," Piggot said.

"I'm so lucky," Abreu said.

"We all appreciate it coming up to Christmas," Elia said.

Portelli said it was his "absolute pleasure to be able to help out".

"It's just the assistance these people need, Christmas is fast approaching, cost of living is through the roof so those $200 and $100 will go a long way," he told 9news.com.au.

"Coming out here really hits a soft spot, hearing all those stories from these people and how emotional they are just to receive the $200 and $100 gift cards is incredible.

"It'll help them get through the week and put food on the table for the kids and they don't know how they're going to feed their families."
