Allegations of historic child abuse at a Victorian school will be investigated by a special board of inquiry.

The inquiry led by Kathleen Foley will hear the testimonies of victim-survivors who attended Beaumaris Primary School in the 1960s and 1970s.

Premier Daniel Andrews, who will formally apologise to the victims, hoped the inquiry would give victim-survivors the recognition and support they deserved.

Glen Fearnett, who was abused by a teacher at the primary school, has fought for years demanding action.

He said the "the truth needed to be told".

"This is important for not just us as individuals but also for those who lost their voice," Fearnett said.

"There were people in authority, people who knew what was going on and did nothing to protect us.

"That is just horrendous."

The inquiry will listen to victims and investigate the government's response to the abuse at the time, along with whether support services for victim-survivors were effective.

It will not be investigating the current Beaumaris Primary School or any other current school staff members.

"We know of numerous cases of vile, evil, incredibly damaging abuse, sexual abuse [at the school]," Andrews said.

"School should be a safe place, it should be a community of love and care.

"It's never too late to do the right thing and we are getting on and doing that."

Fearnett said it had been an ongoing battle to get the voices of the victim-survivors heard.

"I sat this morning on my way in going through names and I got to 50 today that I understand were assaulted," he said.

"The sheer number of children abused at Beaumaris Primary is nothing short of shocking."

Shine Laywers abuse law expert Alyssa Lewis welcomed the inquiry.

Lewis said the firm was speaking with a victim-survivor about abuse.

"I recently spoke to a man who instructs he was abused as a primary school student by a teacher who was then moved to Beaumaris, where they allegedly continued to harm children," she said.

Lewis hoped the inquiry would examine the "unforgivable practice" of moving known predators from school to school.

"Far from solving the problem, Victoria's education department simply exposed more vulnerable children to abuse," she said.

"In our experience litigating compensation claims on behalf of students who were abused at school, the department can hardly be said to have acted as a model litigant."

The premier will formally apologise to all victim-survivors and those from Beaumaris Primary school with a report from the inquiry due next year.

Drummond is facing fierce criticism for a submission he made to a public disclosure laws inquiry.

Witnesses said the car barely missed two girls in another car when it crossed the  intersection at Goodwood Road and Doncaster Avenue.

They stopped to help along with others who heard the chaos.

The driver died at the scene. 

"We didn't hear any acceleration, we didn't hear them speeding up or tyres screeching or anything like that but did hear the explosions," a witness told 9News.

Goodwood Road peak hour commuters were diverted as emergency responders worked to safely remove the car.

As the clean-up continues to allow residents to return home, an investigation is underway to determine what led to the crash.

The driver's death is the 60th on South Australian roads so far this year, up from 38 at the same time last June.

Presale tickets for the Sydney and Melbourne shows of Taylor Swift tour have sold out after an internet frenzy, with fans breaking a national record for the number of people waiting in an online queue.

Ticketek confirmed to 9news.com.au that pre-sale tickets for the hotly anticipated Eras tour in Sydney and Melbourne have sold out.

It's also believed the eager fans broke a Ticketek record for the number of people waiting in an online queue for tickets after four million Aussies attempted to access the sale site today.

Sydney fans exhaust allocation within three hours

Some fans woke at the crack of dawn to jump online to the Ticketek website and jump into the online queue but it was no guarantee for a pre-sale ticket.

At 1.30pm AEST the allocation of presale tickets for the three Sydney shows was exhausted after the online gates opened at 10am.

Ticketek had updated fans an hour after the Sydney sale began, advising them that tickets were selling fast.

"Some price categories are close to selling out, we recommend trying other price categories," Ticketek said in a tweet shared at 11.05am.

9news.com.au understands around 800,000 people were already waiting on the website in the "lounge" or waiting area, half an hour before the presale for Sydney shows began at 10am.

The capacity for the three Sydney shows at Accor Stadium is around 250,000.

Melbourne pre-sale tickets sell out just as fast

Melburnians had a different timeline with presale tickets opening at 2pm AEST but the allocation for the two shows was exhausted by 4.20pm.

Similarly to Sydney, around 800,000 people are estimated to have logged on ahead of the Melbourne sale.

Some disappointed Sydney fans also reportedly tried their luck with the Melbourne shows.

The capacity for the two Melbourne shows at the MCG will fit 200,000 fans.

Fans likely to miss out on coveted tickets

With just 450,000 tickets available for the five shows across Sydney and Melbourne, many eager fans will likely miss out given today's record-breaking pre-sale online queues.

Today was a flurry of emotions for the pop star's devoted fans as some scored the coveted tickets and others remained empty-handed.

Ticketek stated that "demand for tickets will be far greater than what is available".

But it isn't all over for Swift fans.

Those eager to get their hands on tickets still have a chance to try their luck on Friday when general public tickets go on sale.

It remains unclear how many tickets remain.

Despite earlier concerns about the website's stability, the Ticketek website appeared to hold up under the massive influx of traffic for both Melbourne and Sydney tickets.

A Ticketek spokesperson said over half a billion bot accounts attempted to buy tickets and were successfully repelled from the system.

After the chaotic start to the AMEX presale, Ticketek Australia said: "Our systems are designed to manage these high-demand events.

"We do this every day, we're prepared."

Aside from some isolated incidents of the Ticketek app crashing, most fan frustrations were directed at the queuing system, which gatekept access for the tickets.

Ticketek and Frontier Touring shared their general tips for securing tickets, which included creating an account in advance, having presale codes ready and not closing or refreshing the browser while waiting.
