Melbourne woman swindled almost $80k posing as immigration lawyer

Posing as an immigration lawyer, a Victorian woman swindled close to $80,000 from unsuspecting victims who hoped she could help them get Australian visas.

Melbourne woman Marleen Charan, 48, has never been registered in Victoria as a migration agent or lawyer.

But between February 2016 and May 2017, Charan convinced four people that she could help them get Australian visas.

She charged them thousands of dollars for services and then blocked them from contacting her when their visas didn't arrive.

Charan was arrested at Melbourne Airport in January 2019, as she tried to board a flight to India.

She denied any involvement in the scam and instead tried to shift the blame to her only employee.

Charan pleaded guilty in the Victorian County Court on Friday to obtaining financial advantage by deception.

The 48-year-old, who has no prior convictions, has never returned the money to the victims.

Given delays in her case and her lack of offending since, Judge Duncan Allen flagged an onerous community corrections order without jail time.

He implored Charan to take responsibility for her crimes.

"It seems in the past she's had trouble living in reality," he said.

"She deceived herself as well as others.

"There is no independent evidence of remorse at this time. She needs to accept reality."

Charan will be sentenced in October.

Abducted children found as search for man continues

Four children taken from a property in central Queensland, allegedly by a man known to them, have been located safe and well, police say.

The children, all siblings aged under ten, were taken from a property at The Leap, north of Mackay, about 11.30am yesterday.

Police are continuing to appeal for information to locate the man they believe took the children, 28-year-old Joshua Carter.

Inspector Regan Draheim said the children were returned to their home around 9.20am on Friday, likely due to emergency alerts issued by police and members of the public coming forward with information.

"It's likely this had some effect on the decision of the man to return the children," he said.

"The children were located at their home address, before that we had received quite a bit of information."

Draheim said Carter is known to police but does not pose a risk to the public.

He said the amber alert was issued several hours after the children were taken due to changing circumstances.

"The risk to the children was seen to not be as great early on but once we had gained more information we made the decision to issue the amber alert," Draheim said.

"I guess it became down to the enquiries we were making.

"We decided there might be a greater risk and they may be leaving the area which is why we issued the amber alert."

Members of the public who see Carter are urged not to approach him and to immediately call police.

He is still wanted for questioning.

The children, who are in the process of being returned to their mother, are "safe and well" and will be spoken to by police at some point during the investigation.

"I understand she is very relieved, obviously, as any parent would be when their children are returned," Draheim said.

Earlier this morning, Draheim said police were committed to locating the children.

"It is paramount for us that we return them safely and we find them and locate them as soon as possible," he said.

"We are concerned obviously for the welfare of the children and we'd like to locate them as soon as possible and return them home."

Carter is described as Caucasian in appearance with a solid build and 175 centimetres tall.

He has a shaved head, a full bushy beard, and multiple face and body tattoos including Joker-themed facial tattoos.
