The body of a 20-year-old man who went missing on Saturday has been found off Queensland's Sunshine Coast.

Queensland Police Senior Sergeant Steve Hall said the body of the man, from Capalaba in Brisbane, was found off Shelly Beach in Caloundra about noon after an extensive search.

The search, which involved air and water units from Queensland Police and surf life saving organisations, began yesterday afternoon when two swimmers got into trouble.

While one was rescued, Sen Sgt Hall said the other man went missing in the "choppy", rough conditions.

"There was a significant rip," he said.

Crews were unable to find the man and were forced to stop the search about 9pm, before police divers helped resume it this morning.

Sen Sgt Hall said the search took place in such harsh conditions, divers had to try and locate the man by touch rather than sight.

He said the result was devastating.

"It's a tragedy," he said.

Police said they are offering support to the man's family and will prepare a report for the Coroner.

A man has been arrested after a three-year-old girl was found dead in a storm drain in Townsville.

Queensland Police said the girl was found at 8.20pm in the drain in the suburb of Kelso.

The child was rushed to Townsville University Hospital where she was pronounced dead, police said.

Earlier, police had been called to an address in the suburb where two young children were reported missing.

Soon after, a two year old was found "safe and well wandering in a nearby at street," Queensland police said.

Police have charged a 27-year-old man, who was known to the children, with one count each of manslaughter, endangering children by exposure and drive under the influence of a drug.

He is due to appear in the Townsville Magistrates Court tomorrow.

Victoria's Premier has reassured the public that there are no plans to bring back COVID-19 restrictions in response to fears surrounding the Omicron variant of the virus.

Daniel Andrews has said the state can enjoy the holiday season knowing that Victoria's COVID-19 rules are not set to change and its borders are not planned to close.

"Victorians can look forward to these next few weeks in the lead up to Christmas with a real sense of confidence," he said.

"Our borders remain open."

Mr Andrews said there were possibly already cases of Omicron around the state, and that the government would not be trying to keep the strain out of Victoria.

"We will not be pursuing an 'Omicron zero' here," he said.

"I don't think that makes any sense."

Mr Andrews said evidence had suggested that while Omicron was more contagious, it was a milder strain of the virus.

He said he had texting NSW Premier Dominic Perrottet regularly, and that both Premiers were working to keep COVID-19 restrictions the same in Victorian and NSW.

"I'm going to do everything I can to keep those rules the same," Mr Andrews said.

"I think there's some merit in that."

Mr Andrew's comments come after South Australia brought in COVID-19 testing requirements for travellers entering from Victoria, NSW or ACT yesterday.

People travelling to the state from New South Wales, Victoria and the ACT will now need to have a PCR test on arrival and isolate until a negative result is received.

Travellers will also be required, if they're staying in South Australia, to have a further test on day six.

Mr Andrews said he was not going to criticise the South Australian government for the restrictions, noting there was more of the virus in Victoria and NSW.

"I've never been one to criticise other states for doing what they think they have to do."
