Travellers heading to Taiwan will need to fill out a new form up to 72 hours before arriving in the country from next month.

From October 1, Australians flying to the East Asian country will need to complete a Taiwan Arrival Card (TWAC) in the three days before they touch down in Taiwan.

Any foreign nationals who don't have an Alien Residence Certificate, a Resident Visa or Diplomatic ID card will need to fill out the incoming passenger form.

Travellers will need to share their passport details, an email address, an occupation, phone number and their accomodation information for the form.

The arrival card is free and won't ask for any bank or card details.

Immigration officers at the border may ask travellers to see verification of a completed Arrival Card.

Australia's Smart Traveller website today reminded travellers the new rule will kick in from October 1.

It also warned Australian tourists to be mindful of the dangers of typhoon season in Taiwan, which is between May and November.

"Flooding and mudslides are common. Businesses and government offices close on 'typhoon day'," Smart Traveller said.

A conman is allegedly targeting locals in north-east Victoria by pretending to collect donations for the families of slain police officers Neal Thompson and Vadm De Waart-Hottart.

Police are investigating reports of a man falsely claiming to be raising money on behalf of the Thompson and De Waart-Hottart families after the officers were allegedly gunned down by accused cop killer Dezi Freeman on August 26.

It is alleged the man is posing as a Victoria Police officer and is attempting to obtain donation packages from locals and businesses ranging from $500 to $2500.

He reportedly promised "business advertisement" in return for each donation, police said.

"Anyone who receives a call like this is urged not to make a payment and instead report the matter to police by calling or visiting their local police station," Victoria Police said in a statement.

"Victoria Police can confirm the only police-recognised fundraiser for officers and their families is Victoria Police Legacy."

The official Victoria Police Legacy fund has already netted $136,085 in donations at the time of reporting.

Since the shooting, security experts have questioned the level of security at the event, including the number of officers and the decision to hold it outside.

Kirk was known to prefer being as close to students as possible during his tour on college campuses, allowing him to strike up conversations with passersby. And with each stop, his level of protection varied greatly.

Robinson detailed movements after the shooting

In a text exchange with his partner released by authorities, the alleged gunman Tyler Robinson wrote about planning to get his rifle from his "drop point," but that the area was "locked down."

Later he sent: "I can get close to it but there is a squad car parked right by it. I think they already swept that spot, but I don't wanna chance it." The texts cited in court documents did not include timestamps and it was unclear how long after the shooting Robinson was texting.

"To be honest I had hoped to keep this secret till I died of old age. I am sorry to involve you," Robinson wrote in another text to his partner.

Three people have been charged over an alleged arson attack which gutted a Melbourne factory earlier this year.

Detectives from Taskforce Hawk, which is probing corruption within the building industry in Victoria, charged three men with criminal damage and motor vehicle theft after a fire on Calarco Drive in Derrimut, in Mebourne's west, on May 27.

The trio are all in custody on unrelated matters, police said.

Police will allege the 33-year-old man from Craigieburn and the 36-year-old from Roxborough lit the fire while the third man, 38, from Brunswick, directed the offences.

It is believed the offenders forced entry into an office area and poured accelerant, before setting the building alight.

They will front Melbourne Magistrates' Court on September 19.

The charges come two days after police released CCTV of a car linked to the factory fire.

Footage of a silver Lexus SUV was captured as it drove past the building in Derrimut.

Vision was also releases from another earlier fire in Maribyrnong on April 6.

The first fire took place outside a home on Scenic Drive in Maribyrnong, north-west Melbourne.

Footage shows two unknown offenders dousing cars in accelerant before setting them alight shortly after 1.30am.

The two cars went up in flames as the offenders fled the scene.

Nobody in the home was injured in the fire and the property was not damaged.

Police are treating the two fires as linked.

Operation Hawk was established in July last year to target criminal behaviour linked to the construction industry.

It was renamed Taskforce Hawk in June this year.

It focuses on blackmail, extortion, assaults and threats to life and property, police said.

Police are engaging with "relevant industry stakeholders" to gather intelligence about the arson attacks.

"Fire is absolutely uncontrollable and unpredictable – these fires had the potential to cause significant property damage and even loss of life," said Detective Acting Inspector Ross Mitchell.
