A third teenager has been charged over the alleged abduction and armed robbery of a schoolboy in Melbourne's east last week.

A 14-year-old boy was walking home with three friends when he was allegedly confronted by a group in a Volkswagen Tiguan about 3.35pm last Monday.

He was allegedly forced into the car, which drove along Neerim Road before he fell out in unknown circumstances near the intersection of Grange Road and sustained significant injuries.

Police arrested a 14-year-old girl this morning in Langwarrin.

She has been charged with multiple offences including dangerous driving, armed robbery and theft of a motor vehicle.

The girl has been bailed to appear at a children's court at a later date.

Two boys, aged 14 and 15, have also been charged over the incident.

Trevor Wiringi, 50, Helen Smith, 49, both of Rotorua, were found dead on October 16, 2020.

Reports of sexual harassment, bullying and physical abuse has gone unchecked over the past 50 years in the Victorian racing industry, a report has found.

Racing Integrity Commissioner Sean Carroll released an "extensive and confronting" 78-page independent review into the industry on Wednesday.

The review heard "devastating accounts of physical and sexual abuse of people across decades, including children and young recruits in the industry".

"The abuse involves rape, other forms of sexual and physical assault, humiliating initiation practices, ritualised violence, grooming and harassment, including in recent years. Some of this abuse was perpetrated against children as young as 12," the report said.

Brutal initiation rituals were found to be considered "normal practice" and "right of passage in many stables", according to the review.

This included being whipped on the genitals, being burnt with hoof oil or shoe polish, or being locked in the boot of a car for hours.

"These practices ranged from, what some called, 'just a bit of fun' to rape, sexual abuse and serious physical assaults," the report said.

"All victim survivors who spoke of being the target of initiations – and who knew of others who were similarly besieged – were minors at the time, no older than 15 years of age, and many were younger."

Historical harm was uncovered as far back as the 1970s, with 80 per cent of victims subjected to harm in their first three years in the industry.

Racing Victoria chief executive Andrew Jones said the report provided accounts of experiences that "no-one should be subjected to".

"While the review covered all three codes, it is clear there were unacceptable practices in the thoroughbred racing industry," he said.

"And while the industry has come a long way, there are still issues to deal with. We thank sincerely those who had the courage to come forward and share their experiences.

"We acknowledge the harm suffered and, on behalf of the industry, apologise for it."

Australian Trainers' Association chief executive Andrew Nicholl said the report was "stark" and troubling.

"We echo the sentiments expressed by RV: no one would disagree one victim of physical or sexual abuse, assault or harassment is one too many," he said.

"It is also clear the ATA, an industry body representing licensed trainers, has a vital role to play helping educate our members on their responsibilities as employers.

"Employees, as a basic right, must feel safe, secure and supported in their workplace – anything less is simply unacceptable."

Harness Racing Victoria along with Greyhound Racing Victoria also offered an apology.

The commissioner outlined nine recommendations in the report, including the establishment of independent schemes for current and former industry participants who have experienced physical and sexual abuse or harassment.

"The dark flipside of loyalty has been a culture of silence across the industry that is underpinned by an historical and widespread, tacit discouragement of reporting," Carroll said.

"At times, those who have raised complaints have been the subject of overt retaliation. A number hold the perception that perpetrators of abuse have been protected."

Carroll expected action on several of his recommendations within the next 12 months.

Other issues raised at meeting included cost of living, crime, traffic and co-governance.
