The Council of Medical Colleges want to stop the advertisement of medicines.

A "one of a kind" teenager has died after an allegedly stolen car travelling up to 160km/h, lost control and crashed into trees in Queensland's north.

Heidi Riding was the passenger in a silver Holden Commodore that lost control on Hursley Road in Newtown in Toowoomba on Thursday night.

The car crashed into trees and burst into flames.

The 18-year-old, who wasn't wearing a seatbelt, was killed instantly.

"The damage to the vehicle is quite horrific," Queensland Police's Damien Smith said.

9News understands the car was travelling up to 160km/h before the driver lost control.

Riding's family is today coming to terms with her death, describing the teen as "one of a kind".

"Our beautiful girl tragically died late last night," her sister Tamika said.

"She was someone no matter what was happening in her life she would again and again help you first and that's where a lot of her troubles stemmed from.

"Our hearts are shattered we have no words our beautiful girl the one who made our family whole is gone and there is no bringing her back."

Tamika said Riding had walked from a Brisbane prison last week after serving a short sentence.

Riding's family, who live in Tasmania, asked the courts to allow her to serve her parole period there but their plea was denied.

"We asked that she come here. She had an apprenticeship lined up. She had a house, she had her family that were here to support. She had no access to any bad influences because she didn't know anyone here," Tamika said.

The 19-year-old male driver suffered minor injuries and was taken to hospital.

Police said they had noticed the car before the fatal crash but hadn't stepped in to stop the vehicle.

Now officers are investigating what caused the crash.

The fee will not apply to domestic Indonesian tourists.

The announcement comes weeks after Bali introduced its official "dos and don'ts" card, after a number of tourists landed in hot water for breaking local protocols in recent months.

The regulations include a mix of commonsense protocols as well as some Bali-specific rules tourists will need to be aware of.

Among them, travellers have been warned to "dress modestly and appropriately", comply with local traffic laws and agree not to use profane language or single-use plastics.

A ute has lost control and crashed into a bus stop, injuring two pedestrians in Melbourne's south east.

Victoria Police said a ute lost control on Frankston Dandenong Road in Carrum Downs, crashed into a bus stop and hit two pedestrians about 3pm on Friday.

The pedestrians were taken to hospital with serious but non-life-threatening injuries.

The male driver of the car was arrested at the scene but taken to hospital with serious injuries.

"The driver of a second vehicle was also arrested at the scene and is assisting police with their enquiries," police said.

"It's alleged both cars were being driven erratically just prior to the collision."

The investigation is continuing.

The incident has caused heavy traffic delays on Frankston Dandenong Road with motorists urged to avoid the area.
