More than five million Australian households and a million businesses are set to receive financial support with their rising energy bills under a $1.5 billion package in Tuesday's Federal Budget.

Treasurer Jim Chalmers announced there would be a "on-off payment" or a "subsidy that would go out to a lot of Australians".

The treasurer told 9News Chief Political Editor Charles Croucher the "responsible" budget would be firmly focused on easing the costs faced by the nation's most vulnerable.

"Our job as a government is to take the edge off these cost of living pressures… This budget (will prioritise) the people doing it toughest," he said.

Chalmers is set to raise an extra $2.4 billion in taxes for the budget by capping liquefied natural gas (LNG) profits, Sydney Morning Herald reports. The treasurer is today expected to announce changes to the fossil fuel super tax, capping the amount of income that can be offset at 90 per cent.

The treasurer hinted the budget would show a lower-than-expected unemployment rate which could lead to a shock surplus.

The Australian government's gross debt is currently hovering around $900 billion and is tipped to hit the $1 trillion mark by 2025-26.

"This is about making sure offshore projects pay more tax sooner so we can fund cost-of-living packages," Chalmers said.

"It strikes the best balance between getting a fairer return for Australians sooner but also being consistent of investment and supply and our international relationships.

"The unemployment forecast is a little bit better in the budget and the wages forecast is stronger as well. People are working and earning more. That is a good thing more broadly."

Federal budget to fight cost-of-living

Measures announced already include a pay increase of up to $10,000 for more than 250,000 aged care workers, and a doubling of some prescription measures to save patients up to $180 a year.

The rate of Jobseeker is set to be boosted for recipients over the age of 55, while the government has also signposted that there will a substantial package aimed at tackling rising energy bills.

More than 30 defence projects will also be scaled back, or scrapped to help fund a $19 billion increase in defence spending.

Overall, cost of living will be the big budget issue.

Cost of living is being driven by inflation and the treasurer will have to provide relief without adding to the problem by putting too much money in people's pockets.

"Overwhelmingly, when you have a budget with a bit of pressure on it over the median term, you try to do what you can to begin with the most vulnerable people," Chalmers said.

"It provides enough opportunity for people to get through the difficult period as we try to set up our economy and our country for the future."

The budget will be handed down on Tuesday.

A man has died after he was stabbed at intersection of a suburban road in Victoria's east this morning.

Police were called to York Street and MacAlister Street in Sale about 1am after receiving reports a man had been stabbed.

Officers found the man and provided first aid until ambulance crews arrived, but he died on the scene.

Police are continuing to investigate the exact circumstances surrounding the stabbing.

The intersection remains closed and traffic diversions are in place.

The moment some claimed threatened to overshadow the coronation of King Charles III arrived with smiles, conversation and a minimum of fuss.

Prince Harry flew in from California on a lightning visit to mark his father's crowning moment, leaving immediately after the ceremony to return to the United States.

The Duke of Sussex is understood to have gotten into a car alone, heading to the airport in an attempt to make it back to California in time to celebrate his son Archie's fourth birthday as the rest of the royal family gathered to greet crowds on the Buckingham Palace balcony.

His appearance at the highly anticipated event is the first time he has been seen in public with his family since the release of his explosive memoir Spare.

Prince Harry entered Westminster Abbey at 10.51am with cousins Princesses Beatrice and Eugenie and without his wife, Meghan, the Duchess of Sussex, or their children.

The Duke of Sussex chatted happily with his cousins and their husbands, Edoardo Mapelli Mozzi and Jack Brooksbank, even sha ring a joke or two as the blinding outside light silhouetted their entrance through the massive archway.

It wasn't until the five royals walked down the aisle — Eugenie and Brooksbank in front of Harry, Beatrice and Mapelli Mozzi behind — that the self-removed prince looked truly alone.

Former royal press secretary Dickie Arbiter described the moment, which came amid an ongoing feud further fuelled by criticism of the royal family in Harry's new memoir Spare and Netflix series Harry & Meghan, as a "good arrival".

"It is good to see the family turn out," he said on the 9News coverage of the coronation.

"I think it is full marks to Harry for coming back for his father's coronation. 

"It was the right thing to do."

Arbiter pointed out it was an "ad hoc" arrival, with Prince Andrew — who stepped down from public duties and paid $20 million to settle a civil sexual assault case with Australian Virginia Giuffre — arriving ahead of Harry despite being less senior.

Harry was later seen sitting in the third row next to his cousins, in stark contrast to his brother, William, wearing the ceremonial dress uniform of the Welsh Guards alongside the Princess of Wales and their children, and set to play a key role in the ceremony.

There was no interaction between Harry and his father or brother in the early stages of the ceremony, which is estimated to cost as much as £100 million ($187 million).

Cameras caught at least two moments where the Duke of Sussex appeared to be looking towards his family members.

But there was no sign of any eye contact between them as the King and prince happened to be looking in another direction.

Harry was seen smiling warmly in conversation with his aunt, Princess Anne, the Princess Royal.

As confirmed last month, Meghan remained in California with the couple's two children, Prince Archie, who turns four today, and Princess Lilibet.

Harry and Meghan stoked their critique of the royal family in a six-part Netflix series about their decision to step back from royal duties three years ago, which was followed by Harry's decision to reveal family secrets in his bestselling memoir Spare.

Harry and Meghan have alleged she faced racist attitudes from both the palace and the UK press.

The treatment contributed to their decision to leave the country.

Prince William has taken a knee to swear allegiance to his father, the first monarch to be crowned in Britain in decades.

The Prince of Wales and wife Catherine, the Duchess of Cornwall and Cambridge, flanked by two of their children, wore formal robes and mantels as the pomp and grandeur of King Charles III's coronation reverberated around Westminster Abbey on Saturday.

Kate paid tribute to William's mother, the late Princess Diana, and the late Queen Elizabeth II with two sentimental pieces of jewellery, while young Prince George and Charlotte were adorable in blue and white outfits to watch their grandfather's special moment.

Unlike his brother, Harry, William had a key role to play in the extravagant religious ceremony.

First, Archbishop Justin Welby placed the heavy St Edward's Crown on the head of Charles, who wore a single white glove as he clutched the Sceptre with Cross — complete with the controversial Star of Africa many want returned to South Africa — and Sceptre with Dove.

Then William stepped forward to kneel before his father, who became King when Queen Elizabeth II died last year.

"I, William, Prince of Wales, pledge my loyalty to you and faith and truth I will bear unto you, as your liege man of life and limb. So help me God," he recited, eyes to the right.

A solemn touch of the crown and a kiss on the cheek completed the historic moment.

The Waleses' arrival had earlier caused some consternation, with royal expert Dickie Arbiter declaring they were running late.

"(I'm not sure) whether the Diamond Jubilee State Coach procession was a little bit faster than anticipated, and I think we will get that in the post-mortem afterwards," he said on the 9News special coverage.

"Meanwhile, it is a little bit of a wait for the King and Queen. 

"They can't go in before the Prince and Princess of Wales arrive because the King and Queen are the main act."

Arbiter suggested the tardiness could have been down to Prince George "throwing a wobbly, saying he doesn't want to be a page of honour".

"This is all pure speculation, but you have to be calm about these things.

"Nothing in this world is perfect. Everybody is in place except four key players."

When they did arrive, all eyes were on Kate, resplendent in an ivory silk crepe Alexander McQueen dress.

She wore no tiara, at the request of the King and Queen, but donned pearl and diamond earrings belonging to Diana, Princess of Wales, and a statement diamond necklace that previously belonged to Queen Elizabeth II.

There was no sign of problems with George as he and three other pages of honour helped carry the king's long train down the aisle of the abbey.

The royals' youngest son, five-year-old Louis, waved to the crowds upon arrival and was seen pointing with his sister but wasn't expected to stay for the whole two-hour ceremony.

A woman who was missing for five days has been found alive in Victorian bushland.

Lillian Ip was spotted in dense bushland near Bright by the police helicopter after five days in the wilderness.

Police said the 48-year-old was driving to Dartmouth Dam and made a wrong turn down a dead end, getting her car stuck in the mud while trying to turn around.

She became stranded 60km away from the nearest town.

With no mobile service, a bottle of wine and some small snacks, she had no choice but to stay with her car for five days, in hopes that someone would find her.

"Due to health issues she was unable to try and walk for help so stayed with her car," Wodonga Police Station Sergeant Martin Torpey said.

"She was only planning a short-day trip so had only taken a couple of snacks and lollies with her but no water.

"After being lost in the bush for five days, she was extremely relieved and grateful to see us and we were just as happy to see her."

Ip was reported missing on April 30 when she didn't make her daily phone call to her family.

Police searched the Mitta Mitta, Wodonga, Bright and Albury areas before a police helicopter spotted her car while performing a sweep over the Mitta Mitta bushlands today.

The helicopter then directed a local police van to her location.

She has been taken to hospital for observation and is being treated for dehydration.

Fashion-challenged Prime Minister has new suit and shoes for occasion.

One of Australia's most iconic bodies of water is about to get a major facelift.

The federal government will spend $45.2 million on "critical repair work" for Sydney Harbour, with the funds to be allocated in Tuesday's 2023-24 budget.

Environment and water minister Tanya Plibersek said the Sydney Harbour Federation Trust was responsible for conserving and managing nine sites.

"After a decade of neglect by the previous government, many of these sites are in a dangerous state of disrepair, putting their environmental and heritage values at risk," Plibersek said.

"At the World Heritage-listed Cockatoo Island/Wareamah, sea walls are cracked, pylons holding up wharves are eroding and buildings are closed due to safety concerns."

The funding will be divided up between repairing sea walls, fixing safety concerns like rock falls from cliffs, heritage advice and other general maintenance.

The biggest spend will be $26.5 million for replacing rotting wharves and docks.

"The trust sites alone attract almost two million visitors every year, generating thousands of jobs and supporting the city's economy," Plibersek said.

Next week's budget will also include $163.4 million for the Australian Institute of Marine Science and $262.3 million for Commonwealth National Parks, doubling funding for both of the institutions.
