The stern email sent to every Victorian cop over disturbing trend

Victoria's top cop has issued a warning to all officers on the force after more than a dozen were dismissed over the last year.

You'd expect police officers to be taking action to reduce family violence, predatory behaviour, discrimination, drink driving or drug use – not participating in it.

Chief Commissioner Shane Patton said today he would not tolerate any more inappropriate behaviour as he revealed 17 officers had lost their jobs amid a rise in misconduct and disciplinary hearings.

"To be crystal clear, I sent out a message yesterday and I said if you're engaged in this type of behaviour, this type of conduct, the consequences are you can expect to find the high jump," Patton said.

"You'll be sacked … unless there's some extreme example which I can't even think of … the consequences are dismissal."

"We owe that to the public, the vast majority of Victoria Police officers are brilliant and they behave appropriately and with integrity.

"But for those few that very small number of members who think that they won't be held to account, well this message is to them."

The chief commissioner said alarming behaviours like "drink-driving, drug use, family violence, sexual and predatory behaviour, vilifying behaviour including discrimination, homophobia" had been investigated and would not be tolerated.

"The family violence component is a really worrying area where we see members committing family violence," he said.

"Those who we become aware of, we will hold you to account."

It's important those enforcing the law had clear expectations for their behaviour set out, Police Association Victoria Secretary Wayne Gatt said.

"About 99 per cent of our members probably won't even bat an eyelid to be honest because they're out there doing the right thing as you'd expect them to be," he said.

"This is a business-as-usual process that has to be done to set expectations for all police."

Brother sees harrowing CCTV of sibling's deadly stabbing

Yohana Apai was preparing for university and planned to marry and have children when his life was cut short.

The 24-year-old died after being stabbed by Duldong Majiok Deng at St Kilda beach in October 2021.

Deng, who has pleaded guilty to manslaughter, faced a pre-sentence hearing at the Supreme Court on Thursday where Apai's family and friends called for justice.

Deng, who has pleaded guilty to manslaughter, faced a pre-sentence hearing at the Supreme Court on Thursday where Mr Apai's family and friends called for justice.

"His plan was to fly overseas, meet his partner and have a family," his brother Luwis Apai told the court.

"I was waiting for COVID lockdowns to stop so I could see my brother and family again, but Duldong Deng cut his life short."

He said he had watched CCTV footage of Deng "intimidating" and then stabbing his brother many times.

"If justice was in my hands, I'd want the same for Duldong Deng, or eternal life in prison," he said.

Apai's childhood friend Ethan Zagorc said he was killed in a "senseless act of violence that has robbed us of a valuable and inspirational human being".

"Yohana was struck down in a targeted attack that robbed him of his life and freedom," he said.

"His kind and compassionate nature was felt by all who knew him, we will never be the same after losing Yohana, but we must carry on with our lives in the hope that one day those who took his life will be brought to justice."

Deng, who has pleaded guilty to manslaughter, faced a pre-sentence hearing at the Supreme Court on Thursday where Mr Apai's family and friends called for justice.

Apai was at the beach alone when he came into contact with Deng and his friends on the evening of October 27.

The pair threw punches at each other outside a toilet block and Apai tried to run away but Deng followed him, pulled out a knife and stabbed him once in the stomach near Marine Parade.

Apai clutched his stomach, stumbled off the road and collapsed. He died in hospital the following day.

Deng's lawyer Julia Munster said her client admits he was aggressive but said her client was not the only aggressor.

"Mr Deng is more aggressive but it's an altercation rather than an attack," she told the court.

"This is not one aggressor against someone who is not participating in this altercation."

Rajwinder Singh arrives in Australia to face murder charges.

Cordingley's father found her body in the dunes of Wangetti beach, north of Cairns, in October 2018, a day after she vanished while walking her dog.

She was 24.

Singh travelled to India shortly after her death and police issued a warrant for his arrest later in 2018.

However, he was not found in India until November last year, after police put up a $1 million reward for information.

Toyah Cordingley

Detective Inspector Smith said Cordingley's death has had an impact on "everybody".

"I acknowledge that her family and friends are still dealing with the loss. Most importantly, I'd like to acknowledge Toyah Cordingley's mum and dad who put their faith and trust in police to deliver justice for their daughter," she said.

Son tried to save father killed in 'execution style' Sydney shooting

A 12-year-old son tried to save his father after he was shot multiple times outside a martial arts gym in south-west Sydney.

Taha Sabbagh was drinking coffee in the driver's seat of his Mercedes when he was shot in an "execution style" targeted attack on Carlingford Street in Sefton at 6.30am.

His son wasn't hurt but ran for help before his 40-year-old father died out the front of Elite Fight Force mixed martial arts gym, sparking a murder investigation.

Police are searching Sabbagh's home as part of their investigation.

Officers believe two masked men shot the Greenachere man, and that the shooting was likely linked to organised crime.

Superintendent Danny Doherty said the incident was "very traumatising" for Sabbagh's son and his family, who quickly rushed to the scene.

"It is horrendous a 12-year-old had to witness his father being shot dead in this manner," Doherty said.

The man shot and killed outside a martial arts gym in Sefton, in Sydney's west, has been identified as Taha Sabbagh.

Police said Sabbagh mixed in underworld circles.

"We believe whilst he (Sabbagh) was relatively not well known to police, he was associated with people who are well known to police.

"We believe this is a targeted attack, it's not random – the execution style – it bears the hallmarks of an organised crime murder.

"It was callous and brazen and (the shooter) had little regard for human life."

Doherty believed there was a link between a Mazda 3 found burnt out in a nearby suburb of Birrong and the vehicle used in the shooting.

Police suspect there were two people involved but are trying to establish who they were and what the motive behind the shooting was.

It has been six months since the last gangland murder when two women were killed in a drive-by shooting at Revesby.

It comes as a witness told Ben Fordham Live on 2GB Radio that he was inside a business across the road from the gym when he heard bangs.

"I was hoping [it] was a car backfiring and then as I heard a car speed off there was another series of bangs," he said.

"I hesitated to go to the front of the workshop obviously, and slowly looked out the window and saw people coming out.

"Within minutes there was a load of ambulances, police everywhere, and then we saw a man on the ground not in a good way."

Despite the efforts of paramedics, the Sabbagh died at the scene.

A crime scene was established and examined by specialist forensic officers.
