The 9/11 anniversary commemoration at ground zero has begun with a tolling bell and a moment of silence, exactly 20 years after the start of the deadliest terror attack on US soil.

President Joe Biden, former Presidents Barack Obama and Bill Clinton and members of Congress, along with other dignitaries joined a crowd of victims' relatives Saturday at the National September 11 Memorial plaza in New York. The memorial stands where the World Trade Center's twin towers were rammed and felled by hijacked planes.

Three presidents and their wives stood sombrely side-by-side, sharing a moment of silence to mark the anniversary of the nation's worst terror attack with a display of unity.

They each wore blue ribbons and held their hands over their hearts as a procession marched a flag through the memorial, watched by hundreds of Americans gathered for the remembrance, some carrying photos of loved ones lost in the attacks.

Former New York City Mayor Rudy Giuliani and former New York City police commissioner Bernard Kerik both were among the attendees at the National September 11 Memorial & Museum commemoration.

Bruce Springsteen – who had performed at Biden's inauguration earlier this year – too to the stage at the World Trade Center memorial plaza ceremony.

The audience of dignitaries and family members of people killed in the 2001 attacks applauded after the singer performed his song I'll See You In My Dreams while accompanying himself on guitar and harmonica.

Victims' relatives then resumed their reading of names of the fallen, a tradition since the first anniversary of the attacks that levelled the trade centre's twin towers.

Before the event began, a jet flew overhead in an eerie echo of the attacks, drawing a glance from Biden toward the sky.

Biden was a senator when hijackers commandeered four planes and executed the attack. Now he marks the 9/11 anniversary for the first time as commander in chief.

Observances are also planned at the two other sites where the 9/11 conspirators crashed their hijacked jets: the Pentagon and a field near Shanksville, Pennsylvania.

Biden is scheduled to pay respects at all three places where the planes crashed, but he left the speech-making to others.

Vice President Kamala Harris spoke at the Flight 93 National Memorial in Shanksville, Pennsylvania, commemorating the heroes who brought down a hijacked plane that was headed for the US Capitol.

The Vice President began her remarks with words for those who lost loved ones.

"So many in our nation — too many in our nation — have deeply felt the passage of time these past 20 years," she said. "Please know your nation sees you and we stand with you and we support you."

Harris praised their courage and the resilience of the American people, and spoke about the unity that Americans experienced in the days following the attacks.

"In a time of outright terror, we turned toward each other," she said. "If we do the hard work of working together as Americans, if we remain united in purpose, we will be prepared for whatever comes next."

Former President George W. Bush told people at the Flight 93 National Memorial in Pennsylvania that Americans learned much about themselves on September 11.

"We learned that bravery is more common than we imagined, emerging with sudden splendour in the face of death," Bush said at Saturday's ceremony.

Bush, who was president during the attacks, commended the courage of the Flight 93 passengers and crew who are believed to have foiled an attack on the US Capitol by leading the plane to crash in rural Pennsylvania.

"The 33 passengers and seven crew of Flight 93 could have been any group of citizens selected by fate. In a sense, they stood in for us all," Bush said. "The terrorists soon discovered that a random group of Americans is an exceptional group of people."

He encouraged Americans to put aside their political differences in the spirit of what he saw after 9/11.

"So much of our politics has become a naked appeal to anger, fear and resentment," Bush said. "On America's day of trial and grief, I saw millions of people instinctively grab their neighbour's hand and rally to the cause of one another."

At a Pentagon ceremony, Defence Secretary Lloyd Austin says that "we remember not just who our fallen teammates were, but the mission that they shared."

Austin noted that "almost a quarter of the citizens who we defend today were born after 9/11," including many of the 13 American service members killed in the recent attack in Afghanistan.

He says that "as the years march on, we must ensure that all our fellow Americans know and understand what happened here on 9/11 … and in Manhattan … and in Shanksville, Pennsylvania."

The Pentagon chief says that "it is our responsibility to remember. And it is our duty to defend our democracy."

And to the audience at the Pentagon commemoration, the defence secretary said, "We still work here. We still remember here. We still uphold our values here. With clear heads and fearless hearts."

The White House released a taped address late Friday in which Biden also spoke of the "true sense of national unity" that emerged after the attacks, seen in "heroism everywhere — in places expected and unexpected."

"To me that's the central lesson of September 11," he said. "Unity is our greatest strength."

Biden's task, like that of his predecessors before him, was to mark the moment with a mix of grief and resolve. A man who has suffered immense personal tragedy, Biden speaks of loss with power.

He gave voice to the pain that comes with memories of 9/11 in his video message, saying, "No matter how much time has passed, these commemorations bring everything painfully back as if you just got the news a few seconds ago."

The milestone anniversary takes place just weeks after the chaotic US withdrawal from Afghanistan and the return to power of the Taliban, the faction that sheltered the Muslim militant group founded by Osama bin Laden that carried out the attacks.

It was also happening amid continuing concern over the COVID-19 pandemic, which has now killed more than 11 times as many people in New York City as the nearly 3,000 that perished in the 2001 attack on the World Trade Center.

A family in Sydney's west has lost everything in a ferocious fire at their Greystanes home.

The blaze took hold of the Habib family's Alpha Road home in Greystanes at about 7pm yesterday.

A faulty powerpoint is the suspected cause of the fire.

"All of our memories are gone,"Souliman Habib said.

The fire alarm was triggered and grandchildren Isabella and Sophia were the first to escape, as the flames spread from the bedroom.

Their neighbour Akeya Wright said there was "no stopping" the fire once it broke out.

"Hoses weren't going to work or anything like that," Ms Wright said.

Grandmother Pam, who suffers from Alzheimer's disease, was found by her neighbour on the verandah trying to get back inside.

"She wanted to go in there and fight the fire, but we were saying to her 'it's gone too far, you need to get out'," Ms Wright said.

Two dogs, a cat and a rabbit were also saved.

Today the family returned to salvage what was left.

Fire and Rescue NSW Inspector Craig Easy said the incident highlighted the importance of smoke alarms.

"Working smoke alarms in the house alerted the kids to the fire," Mr Easy said.

Police have fined former Prime Minister Tony Abbott $500, after a member of the public photographed him without a mask while out in the Sydney suburb of Manly.

NSW Police said they "will allege the man did not wear a face mask while in public at Fairy Bower, Manly Beach" on the morning of Wednesday, September 8.

Mr Abbott said he believes he acted within the law, but he won't be contesting the fine.

"I believe that I was well within the law, reasonably interpreted," Mr Abbott said.

"But I'm not going to challenge the fine because I don't want to waste the police's time any further.

"I never thought that dobbing and snitching was part of the Australian character and I think that the sooner we can leave this health police state mindset behind us, the better for everyone."

New South Wales Health Minister Brad Hazzard was asked to comment on the incident at today's coronavirus press conference.

"I am not going to talk about individual cases," Mr Hazzard said.

"It does not matter who you are, whatever station you have in life, there are orders, nobody likes to have these orders but it is to keep everybody safe.

"I hope people will comply with the orders."

A teenager has died after a skateboarding accident between Brisbane and the Gold Coast in Queensland.

Police are investigating whether the 19-year-old was holding onto the back of a moving car when the accident happened.

They were called to Ballantrae Rd, Tamborine at 11pm yesterday.

Jayne Sherman from Queensland Ambulance Service said the young man "was holding onto a vehicle at the time while he was on that skateboard and lost control".

"This was a particularly sad and tragic event," Ms Sherman said.

"There were a number of bystanders and a number of his family members."

He was declared dead at the scene.

"Incidents like these, they really do affect our officers," Ms Sherman said.

Queensland Police said "The Forensic Crash Unit are investigating the incident."
