One of the children tried to distract the man by screaming while he tried to reverse the car and drive out of the carpark space.
The children's mother yelled out in distress, attempting to stop the vehicle before several members of the public came to her aid and tried to lure the man from the car.
The man attempted to flee the scene on foot and ran down Commercial Street.

Antarctic polar blast could bring snow to Queensland
A wave of Antarctic air is set to bring sub-zero temperatures to parts of Australia, with potential for snow in Queensland.
Nine weather presenter Gavin Morris told today that while most of the snow would fall on NSW from the alpine districts to the Northern Tablelands.
But he said some snow could fall north of the border due to the size of the polar mass.
Large parts of the Queensland Granite Belt are forecast to dip below zero, meaning the temperatures will be cold enough for snow but the question will be whether there is enough moisture in the atmosphere for the flurries.
"A couple of the different models at the moment that aren't agreeing, but the Bureau [of Meteorology] is not ruling out the possibility [of snow]," 9News Queensland's weather reporter Luke Bradnam said.
"What I can tell you is, if it does eventuate, the two most likely locations are Stanthorpe and Warwick, Wednesday or Thursday."
While rare, the weather event isn't unprecedented – with the region most recently seeing a few flurries falling back in June 2019 and before that, in 2015.
Meanwhile today, temperatures will plunge to the single digits in Brisbane, with the minimum forecast to drop down to nine degrees.

In the west, temperatures will drop to just three degrees for Ispwich and Toowomba while Gatton is expected to hit five degrees.
Stanthorpe is expected to reach minus one degree, while the Gold Coast will experience a warmer 12 degrees.
Temperatures will warm up throughout the day, potentially reaching the low 20s.
Rain is expected mid-next week, with a chance of showers and further cooler temperatures.

The cold air set to hang over NSW for several days.
It is forecast to bring a big first week for the winter ski season.
"That natural snow will come Wednesday or Thursday," Gavin Morris told Today.
"That's when it will get serious and blizzard conditions are expected across the resorts then."
